THE CHALLENGE
State and local governments today face challenges to reduce costs and respond to demands for increased access and efficiency of services. Governors, State legislatures, and agency leaders are re-examining fundamental government structures, core functions, and technologies that support day-to-day operations. They are finding that traditional across-the-board cuts, program reductions, and elimination of services cannot cover significant budget shortfalls. They are seeking innovative private-public business relationships in which dramatic returns on investments can be achieved when the private sector assumes ownership of non-inherently governmental processes. In such arrangements, the private sector commits to an agreed upon level of service and to actively seek out and invest in cost improvements to be shared with the State.
